Promoting the national county-level elderly care service system innovation pilot is an important practice for implementing the national strategy of actively responding to the aging of the population. As one of the first regions in Liaoning Province to launch a county-level elderly care pilot, Jinpu New Area is constantly reporting good news in the field of county-level elderly care, weaving a comprehensive and multi-level high-quality elderly care service network for local elderly people, and also injecting new vitality and experience into the development of elderly care services in the province and even the whole country.

　　Jinpu New Area is an important part of leading Dalian's economic development, and the problem of population aging is gradually becoming prominent. In order to actively respond to this challenge and improve the quality of life and happiness of the elderly, the Party Working Committee and Management Committee of Jinpu New Area attach great importance to elderly care work, listing it as one of the important people's livelihood projects, and vigorously promote the implementation of the county-level elderly care pilot project.

　　In terms of innovating elderly care models, Jinpu New Area has taken frequent measures and achieved remarkable results. By reforming and improving the management system of public elderly care institutions, a new pattern of elderly care services featuring "government guidance, state-owned enterprise operation, and multi-party participation" has been built, which effectively solves the problems of decentralized management and insufficient operational efficiency of elderly care institutions, and forms a development model with clear responsibilities, integrated resources, and diversified co-governance. At the same time, we will comprehensively strengthen the construction of nursing-type elderly care beds, and on the basis of giving priority to guaranteeing the bottom-line needs, we will open up idle beds to the society and expand the supply of inclusive elderly care services. In accordance with the market-oriented operation model, 11 public elderly care institutions will be built with "one hospital, one product" characteristics, so as to comprehensively improve the level of centralized care and care, and continuously expand the standardized and quality-oriented guarantee scope of inclusive elderly care institutions.

　　In order to optimize the construction of the elderly care service system and the allocation of resources, Jinpu New Area has made concerted efforts at the district, street, community (village), family, and elderly levels. At the district and street levels, public state-owned elderly care institutions are upgraded in quality, the district-level guidance center gives full play to its bottom-line guarantee functions and professional advantages, and the street-level elderly care service center integrates resources to extend services to meet the diverse needs of the elderly. At the community (village) level, we will actively explore the integrated and innovative development model of "elderly care +", and deeply integrate elderly care services with party building, volunteerism, agriculture, the Internet, and embedded services. At the family level, we will build a policy resource integration and family support system to provide professional guarantees for family elderly care beds. At the elderly level, we will cultivate their healthy autonomy and social participation ability, and build a virtuous circle of "self-management - social participation - health support".

　　In terms of service models, Jinpu New Area takes into account the coordinated development of institutional elderly care and home-based and community-based elderly care. Vigorously improve the quality and management level of institutional elderly care services, strengthen the construction of elderly care service talent team, and provide all-round care for the elderly in the home. At the same time, through government procurement of services, the introduction of social forces and other ways to provide home-based elderly with door-to-door life care and spiritual and cultural services. In addition, we will actively promote the intelligent construction of elderly care services, use modern information technology to build a smart elderly care service platform, realize real-time monitoring of the elderly's health data, rapid response to emergency rescue, and efficient allocation of elderly care service resources, which greatly improves the accuracy and efficiency of elderly care services.

A number of community day care centers and rural happiness homes in the district have been put into use, and have been widely praised by local elderly people and their families.
