Dalian City Organizes Summer and Autumn Patriotic Health Campaign Focusing on Vector Control


This year, our city has experienced more rainfall and prolonged high temperatures, leading to an increase in the density of disease-carrying organisms such as mosquitoes, flies, cockroaches, and rats, posing a risk of the spread of vector-borne infectious diseases. To effectively control the density of these organisms and safeguard the health of the people, the Municipal Health Commission will launch an in-depth patriotic health campaign throughout the city, focusing on strengthening the prevention and control of disease-carrying organisms, starting immediately during the summer and autumn seasons.

This patriotic health campaign mainly involves three tasks. First, improve environmental sanitation and eliminate breeding sources. All regions should follow the principle of comprehensive prevention and control, with environmental management as the primary focus, and quickly organize mass activities to investigate and rectify breeding sites of disease-carrying organisms. Widely mobilize cadres and employees of government agencies, enterprises, and institutions, as well as community residents, to improve environmental management in weak areas such as back streets and alleys, old residential areas, urban villages and peri-urban areas, construction sites, and small restaurants, as well as in crowded places such as farmers' markets, schools, and tourist attractions. Focus on cleaning up garbage, weeds, and sanitary dead spots, and improve indoor and outdoor environments. Public health committees should go deep into communities and villages to organize and mobilize the masses to carry out large-scale environmental cleanups, clear standing water and debris, and create a clean and tidy production and living environment. Special attention should be paid to the management of standing water (flower pot trays, buckets, used tires, drainage ditches, etc., regularly change water and wash pots for hydroponic plants or change to sand and soil planting) in offices and homes, and remove or overturn various idle pots, cans, beverage cans, food boxes, glass bottles, and other discarded containers to avoid standing water that breeds mosquitoes; parks, scenic spots, flower markets, and other places should regularly prune and change water for green plants; basements, underground garages, civil air defense projects, and other environments prone to water accumulation should be thoroughly cleaned. The frequency of mass environmental cleanups should be appropriately increased in conjunction with daily monitoring and evaluation results to do a good job of prevention and control from the source.

Second, strengthen publicity and education to raise public awareness. All regions and units should use various forms such as television, radio, newspapers, websites, and WeChat official accounts to focus on publicizing the transmission routes, symptoms, prevention measures, and scientific disinfection methods of vector-borne infectious diseases. Organize medical and health institutions, medical workers, and authoritative experts at all levels to enter live broadcast rooms, communities, schools, and enterprises to carry out health science popularization, and guide the public to establish self-protection and timely medical treatment awareness. Strengthen the publicity of epidemic information and disease prevention knowledge to entry-exit personnel to enhance their awareness of proactive health declaration and scientific disease prevention. Enhance the public's understanding of the hazards of disease-carrying organisms, popularize knowledge of disease-carrying organism prevention and control, and master correct prevention and control methods.

Third, strengthen professional training to improve disposal capabilities. Utilize the city's vector-borne disease monitoring and prevention and control expert resources to conduct vector-borne disease prevention and control training for full-time and part-time patriotic health workers in streets (townships) and communities (villages), as well as responsible personnel in key industries, and conduct mosquito-borne infectious disease identification and breeding site cleanup technical training for community cadres, property personnel, and medical institutions. Prioritize the comprehensive use of various physical prevention and control measures such as environmental sanitation improvement and standing water cleanup, and when necessary, hire third-party professional pest control agencies to use efficient, low-pollution disinfection drugs to do a good job of disinfection in key areas by zone and category. Apply larvicides to ponds, pools, and other long-term water accumulation areas in urban areas, regularly check the effectiveness of the drugs, and replenish them as needed. Carry out adult mosquito control by spraying high-efficiency, low-toxicity insecticides in mosquito-prone areas such as residential building corridors, underground garages, and urban green belts to effectively reduce mosquito density.


Disease-carrying organisms such as mosquitoes, flies, cockroaches, and rats transmit various diseases and seriously endanger the health of citizens. All regions and departments should attach great importance to strengthening the publicity, organization, implementation, and guidance of the summer and autumn patriotic health campaign, organizing environmental improvement and disease-carrying organism control in their jurisdictions, giving full play to the role of the public health committees of neighborhood (village) committees, and mobilizing agencies, enterprises, institutions, and residents in their jurisdictions to actively participate in the summer and autumn patriotic health campaign. Prevention and Control of Mosquitoes


 

Eliminating mosquito breeding sites is the most important method and means of mosquito control, and it is a fundamental solution.

1. Turn over pots and cans to remove all kinds of idle and useless standing water in the work and living environment, such as standing water in flower pot trays, drinking fountain trays, floor drains, foam boxes, idle jars, pots, buckets, foam boxes, etc. Temporarily idle containers should be turned upside down to avoid standing water.

2. Remove all kinds of sanitary dead spots and garbage, including easy-to-accumulate water containers such as plastic film and disposable plastic containers in green belts.

3. The containers for potted plants and aquatic plants at home need to be changed every 5-7 days. During the water change, the roots of the plants and the inner walls of the containers should be rinsed to prevent mosquito larvae from breeding.

4. Tires should be neatly stacked and stored indoors or in a rain-proof place. If they are to be stacked outdoors, they should be tightly covered with rain-proof cloth to prevent rainwater from accumulating.

5. Tree holes, stone nests, etc. in parks, schools, garden scenic spots, units, etc. should be blocked with gray sand or other measures to prevent water accumulation.

6. It is recommended to use screens, screen doors, and mosquito nets to prevent mosquitoes. You can use environmentally friendly mosquito control products, such as mosquito and fly lamps, electric mosquito swatters, etc.

7. Use mosquito coils, insecticides, etc. according to the instructions, and pay attention to changing brands frequently to avoid mosquitoes developing drug resistance.

8. When traveling in summer, wear light-colored long-sleeved shirts and trousers for protection, and apply mosquito repellent to exposed skin every 4 hours.

Fly Control


 

Doing a good job in environmental sanitation and sorting out breeding sites are the key links in fly control.

1. Garbage should be placed in the trash can, the trash can should be kept away from the living area as much as possible, the trash can or garbage storage area should be cleaned in time, and the lid of the trash can should be kept closed.

2. To prevent flies from entering the room, keep doors and windows closed or install screens, clean indoor areas such as kitchens and indoor trash cans at any time, and place fly traps or sticky fly paper to catch flies.

3. During the peak period of fly activity, chemical drugs can be appropriately used for spraying according to the instructions.

Cockroach Control


 

Because cockroaches have strong vitality and reproductive ability, single control methods cannot be used, especially the same insecticide cannot be used for a long time. Attention should be paid to the organic combination of various control methods.

1. Environmental control is a fundamental measure. To control cockroaches indoors, first of all, do a good job in hygiene to make them nowhere to hide, block holes and fill cracks, and remove cockroach habitats and egg capsules.

2. Physical control is also a method of controlling cockroaches, such as scalding with boiling water, sticky traps, and trapping. Although this method is used in various places, it is not widespread and can only be used as an auxiliary means in large-scale control work.

3. Chemical insecticides are still the main means of controlling cockroaches, with the advantage of high efficiency, but it is necessary to prevent arbitrarily increasing the concentration and abuse of drugs. In order to prevent the occurrence and development of insect resistance, attention should be paid to the use of insecticides and the rotation of drugs.

Rodent control


 

Rodent control is a comprehensive control method based on environmental control and supplemented by drug extermination.

1. Environmental control includes improving indoor and outdoor environmental hygiene, cleaning up indoor and outdoor environmental debris, eliminating rodent survival conditions, controlling rodent food sources, eliminating rodent hiding environments, and improving rodent prevention facilities, including adding mesh wire mesh to various pipes connecting indoor and outdoor areas such as sewers, drains, and vents.

2. Physical control can mainly use rodent control equipment such as rat traps, rat cages, sticky rat boards, and electronic rat traps to reduce the rodent population density.

3. Chemical control is currently the most commonly used method for rodent control, with the advantages of low cost, good effect, and high efficiency. Poison baits should be placed as much as possible near rat paths, rat holes, and rodent hiding places. It is important to avoid blindly increasing the concentration of poison baits in order to improve the rat extermination effect, as this will not only fail to increase the rat extermination rate and shorten the death time, but will also affect the palatability of the rat poison.
