The first batch of provincial-level children's and obstetrics regional medical centers have been established in our city.

Recently, the first list of provincial-level regional medical centers for children and obstetrics was officially announced. The Liaoning Provincial Health Commission has established the Liaoning Provincial Regional Medical Center for Obstetrics at the First Affiliated Hospital of Dalian Medical University, the Liaoning Provincial Regional Medical Center for Children at the Second Affiliated Hospital of Dalian Medical University, and the Liaoning Provincial Regional Medical Centers for Children and Obstetrics at the Dalian Women and Children's Medical Center (Group). This marks a further enhancement of the radiation-driving capacity of our city's pediatric and obstetrics specialties in medical technology, discipline construction, and service capabilities, and a new breakthrough in the high-quality development of public hospitals.

In recent years, our commission has been focusing on the layout and construction of high-level hospitals. We accurately positioned the "large comprehensive, strong specialized" and "large specialized, small comprehensive" hospital management directions in municipal hospitals to promote differentiated development. We promoted the construction of key specialized departments at multiple levels and implemented the "Peak Climbing Plan" for key medical specialized departments. We carried out the construction of multiple hospital districts in one hospital, integrated high-quality medical resources for women and children in the city, and formed the Dalian Women and Children's Medical Center (Group). We planned and constructed multiple hospital districts in areas with relatively scarce medical resources. The Jinpu Campus of the First Affiliated Hospital of Dalian Medical University, the Puwan Campus of the Second Affiliated Hospital of Dalian Medical University, and the Sports New Town Campus of Xinhua Hospital Affiliated to Dalian University have opened one after another, realizing a balanced layout of high-quality medical resources.

The regional medical center will play a leading role in regional radiation, drive the level of medical, teaching, scientific research, and preventive health services for children and obstetrics in the region, promote the homogeneity of medical services between regions, and provide high-quality medical services for children and women in our city and southern Liaoning. In addition, in 2024, the Liaoning Provincial Health Commission has determined the First and Second Affiliated Hospitals of Dalian Medical University as comprehensive regional medical centers in Liaoning Province.

Department of Obstetrics and Gynecology, the First Affiliated Hospital of Dalian Medical University

The Department of Obstetrics and Gynecology of the First Affiliated Hospital of Dalian Medical University is a key specialized department in Liaoning Province, the Dalian Maternal Rescue Center, the National Cancer Center's Ovarian Cancer Standardized Diagnosis and Treatment Quality Control Unit, the Dalian Medical Soft Power Construction Gynecology Oncology Base, the Dalian Medical Key Specialized Department "Peak Climbing Plan" Peak Construction Project, a first-level key discipline, the Dalian Medical University Obstetrics and Gynecology Doctoral and Master's Degree Training Unit, the National Clinical Drug Trial Base, and the National Standardized Residency Training Base. It has strong comprehensive strength in clinical practice, teaching, and scientific research. It has multiple sub-specialties and specialized specialist clinics, and the standardized diagnosis and treatment model for specialized diseases operates smoothly and stably. It took the lead in carrying out cutting-edge surgical and treatment programs for cervical cancer, endometrial cancer, and ovarian cancer with fertility preservation, as well as complex surgeries involving multi-organ resection of malignant tumors infiltrating surrounding organs in southern Liaoning. It took the lead in carrying out transumbilical single-port robot-assisted laparoscopic surgery in southern Liaoning using a multi-arm robotic laparoscopic system.

Department of Pediatrics, the Second Affiliated Hospital of Dalian Medical University

Relying on national-level key clinical specialty construction projects, multi-disciplinary collaboration platforms, and critical and severe disease treatment centers, the Department of Pediatrics of the Second Affiliated Hospital of Dalian Medical University has formed distinctive and advantageous specialties in the fields of difficult, critical, and severe pediatric diseases, neonatal diseases, pediatric hematological and oncological diseases, kidney and rheumatic immune diseases, and pediatric endocrinology and growth and development. In recent years, the hospital's Pediatric Hematology and Oncology Diagnosis and Treatment Center has taken the lead in carrying out pediatric hematopoietic stem cell transplantation technology, saving a large number of children with refractory relapsed leukemia, bone marrow failure diseases, congenital genetic and immune deficiency diseases, etc., and the technical level is in a leading position in the province. As a provincial-level critical newborn rescue center, the Department of Neonatology carries out technologies including high-frequency respiratory support technology, NO inhalation therapy for persistent pulmonary hypertension in newborns, and hypothermic neuroprotective therapy for severe neonatal hypoxic-ischemic encephalopathy, and the level of rescue is constantly improving. In addition, a number of leading technologies in the direction of pediatric critical and severe diseases, respiratory, kidney, and endocrine diseases have also been applied to clinical practice, serving a large number of children in southern Liaoning.

As the largest women's and children's specialist hospital in Northeast China with the most complete sub-specialties, close integration of medical care and prevention, and the highest penetration rate of traditional Chinese medicine, Dalian Women and Children's Medical Center (Group) ranks among the top in the national tertiary public hospital performance monitoring, and its reform experience has been recognized by the state. In recent years, it has achieved a number of technological breakthroughs: successfully carried out "third-generation test-tube technology", the first case of ovarian tissue cryopreservation and transplantation in Northeast China, and the first case of bioabsorbable occluder treatment of ventricular septal defect surgery in Northeast China; introduced leading technologies and equipment such as CAR-T, ECMO, 4D ultrasound contrast, and fourth-generation Da Vinci surgical robots; and established Wang Qi National Medical Master Inheritance Studio to enhance traditional Chinese medicine services. As the leading unit of the Dalian tertiary maternal and child health network, it leads projects such as newborn screening and cervical cancer prevention and treatment. It has formed a maternal and child health specialist alliance covering 44 units. It is the first in the country to create a "Social Integration Practice Base for Children with Autism Spectrum Disorders", linking 16 units and benefiting more than 500 children, and its experience in psychological health services has been featured at the World Health Assembly.

Based on the positioning of regional medical centers, each hospital will deepen the service concept of "patient-centered", continuously optimize services, improve medical quality, continuously strengthen the ability to diagnose and treat difficult and severe diseases, deepen medical-engineering integration, promote the transformation of achievements, improve the hierarchical diagnosis and treatment network, give full play to the leading role of regional radiation, and strive to achieve the goal of "minor illnesses not leaving the city, major illnesses not leaving the province", and contribute to the health of women and children in our city and southern Liaoning with higher-level diagnosis and treatment technology, more temperature-sensitive medical services, and more innovative exploration spirit.  (Source: Official Website of Dalian Municipal Health Commission)
