2024 Civil Affairs Development Statistical Communiqué
Recently, the Ministry of Civil Affairs released the "2024 Statistical Communiqué on the Development of Civil Affairs", which published data on the number of elderly care institutions, the number of beds in elderly care institutions, the elderly population, and subsidies for the elderly in 2024.
01 Elderly Care Institutions: There are 40,000 registered elderly care institutions nationwide, a decrease of 1.2% year-on-year, with 5.077 million beds. There are 366,000 community-based elderly care service institutions and facilities, with 2.915 million beds. In total, there are 406,000 elderly care institutions and facilities, with a combined 7.993 million beds. The slight decrease in the number of elderly care institutions may reflect structural optimization and adjustment within the industry, while the large number of community-based elderly care facilities shows the increasing importance of the community-based elderly care model in the current elderly care system.
02 Mental Health Welfare Institutions: There are a total of 145 mental health welfare institutions managed by the civil affairs department, with 77,000 beds. This provides professional accommodation and care services for those with mental health needs.
03 Child Welfare and Rescue Protection Institutions: Nationwide, there are 1076 registered institutions of this type, with 97,000 beds, and 38,000 people were raised in these institutions at the end of the year. Among them, there are 443 child welfare institutions with 81,000 beds; 633 institutions for the rescue and protection of minors, with 16,000 beds, providing assistance to 13,000 homeless and begging minors throughout the year. These institutions are an important bulwark in protecting the rights and interests of children, especially children in difficult circumstances.
04 Other Welfare Institutions Providing Accommodation: There are a total of 1696 nationwide, with 89,000 beds. Among them, there are 1559 relief management institutions with 78,000 beds, providing assistance to 671,000 people temporarily in distress due to homelessness, begging, etc. throughout the year. These institutions play a key role in providing temporary relief and resettlement within the social relief system.
05 Elderly Welfare: There are 310.31 million people aged 60 and above nationwide, accounting for 22.0% of the total population, and 220.23 million people aged 65 and above, accounting for 15.6% of the total population. 49.494 million elderly people receive elderly subsidies, with a total expenditure of 48.94 billion yuan in elderly welfare funds and 25.32 billion yuan in elderly care service funds nationwide. The continuously increasing proportion of the elderly population reflects the deepening of social aging, while the large number of elderly people receiving subsidies and the corresponding funding expenditure demonstrate the importance placed on welfare guarantees for the elderly population.
