The "Warm Heart Health Care" Shenyang Basic Elderly Care Service Comprehensive Platform is launched, opening a new chapter for smart elderly care services in the city

On June 18, 2025, the launch conference for the "Shengqing Kangyang" Shenyang Basic Elderly Care Service Comprehensive Platform (hereinafter referred to as the "Shengqing Kangyang" platform) was held in Shenyang Dongruan Software Park. The platform was jointly developed by the Shenyang Municipal Civil Affairs Bureau, Dongsoft Group, Dongsoft Rixin Technology Group, and Shenyang Shengjing Jin Kong Investment Group. This is another example of government-enterprise cooperation in the field of elderly care services in Shenyang, which was designated as a national pilot area for basic elderly care service comprehensive platforms, using information technology to promote innovation in elderly care service models.

With the acceleration of China's aging population, the Central Committee of the Communist Party of China and the State Council have actively focused on the health and care of the elderly, successively introducing a number of policies and measures to promote the development of the elderly care industry. In June 2024, Shenyang was approved as a national pilot area for basic elderly care service comprehensive platforms. In February 2025, the Shenyang Municipal Civil Affairs Bureau took the lead in implementing the establishment of a unified information platform, gathering big data, improving service efficiency, and promoting "Internet + supervision" four tasks, joining hands with Dongsoft Group, Dongsoft Rixin Technology Group, and Shengjing Jinkong Group to create the "Shengqing Kangyang" platform. In addition, Dongsoft Group, Dongsoft Rixin Technology Group, Shenyang Venture Capital Group, and Shenyang Data Group jointly established Shenyang Shengqing Kangyang Industry Co., Ltd. to promote the launch and future operation and management of the "Shengqing Kangyang" platform.
At the launch conference, Wang Xinghui, vice president of Dongsoft Rixin Technology Group, president of Dongsoft Rixin Health Technology Company, and general manager of Shenyang Shengqing Kangyang Industry Co., Ltd., introduced the functions of the "Shengqing Kangyang" platform. The "Shengqing Kangyang" platform creates a smart elderly care service system covering all scenarios and the entire life cycle, driven by government leadership, platform support, and industry. It fully integrates technologies such as artificial intelligence and big data, mining and releasing the value of urban elderly care and medical health public data, breaking through the spatiotemporal barriers of traditional elderly care services, achieving precise allocation of elderly care resources, and building a new urban smart elderly care service infrastructure. The "Shengqing Kangyang" platform innovatively builds five core functional systems: smart service terminals achieve one-click appointment for the elderly and real-time supervision by family members; the industry synergy hub connects enterprises, institutions, and communities; the institution management cloud platform provides full-process services from filing to medical insurance settlement; the government data platform integrates civil affairs and medical insurance resources; and the smart supervision system assists the government in making precise decisions. The platform takes the needs of the elderly as its core and scenario applications as its orientation, covering 30 core elderly care scenarios such as home services, medical care at home, a renewal mall, and senior colleges. It brings together more than 700 elderly care service providers nationwide and in Shenyang, establishing a full-coverage model from home to community to institution, a full-process online-offline-delivery model, and a full-range education-medical-health care model to better meet government industry supervision and help the high-quality development of Shenyang's health care service system.
Liu Jiren, founder and honorary chairman of Dongsoft Group and chairman of Dongsoft Rixin Technology Group, said in his speech that traditional elderly care models are facing dual challenges of efficiency and quality. The launch of the "Shengqing Kangyang" platform is not only an important livelihood project but also an innovative breakthrough in the elderly care industry and a core engine for the development of the silver-haired economy. The "Shengqing Kangyang" platform will optimize service provision, strengthen smart support, and promote the upgrading of the elderly care service system. It also marks a solid and crucial step for Shenyang, as a national pilot for basic elderly care service comprehensive platforms, in using technological innovation to empower the elderly care industry and promote the transformation and upgrading of the elderly care industry. In the future, the Shenyang Municipal Government will continue to bring together the strengths of all parties to use technology to strengthen the "15-minute elderly care service circle."

Wang Xinghui, vice president, on behalf of Shenyang Shengqing Kangyang Industry Co., Ltd., signed agreements with representatives of ecological partners from the silver-haired economy fields of elderly care services, elderly products, elderly education, and talent services. Based on the "Shengqing Kangyang" platform, they will strengthen cooperation, fully integrate and leverage the strengths of all parties, jointly prosper the Shenyang elderly care industry, and improve the city's elderly care service level.
