It is suggested that the municipal government should take the lead to guide social capital, financial capital and private capital to participate in the modern marine industry represented by smart fishery. Finally, it is necessary to establish a training and management platform for smart fishery practitioners, comprehensively improve the quality of intelligent fishery practitioners.
