Yi Jianwen, deputy to the Municipal people's Congress and chairman of Yusheng Group: introduce "third party" to cultivate and create "red property" to comprehensively strengthen the supervision of property services in residential areas.
During the second session of the 17th Municipal people's Congress, Yi Jiwen, a deputy to the Municipal people's Congress and chairman of Yusheng Group Co., Ltd., put forward suggestions to establish a multi-departmental linkage mechanism to co-ordinate property management and supervision; introduce professional lawyers or third-party institutions to assist property authorities to strengthen guidance to owners' meetings and owners' committees; and actively promote party building to lead property grid management; establish a "whitelist" and "blacklist" of property companies, implement a compulsory withdrawal mechanism for property companies that have major violations of laws and regulations, and comprehensively strengthen the supervision of property services in residential communities.
Yi Jiwen believes that a multi-departmental linkage mechanism should be established to comprehensively coordinate property management and supervision. This is also a clear provision in the "Dalian Property Management Regulations. According to the regulations, the competent departments of public security, judicial administration, construction, planning, industry and commerce, quality supervision, urban management and law enforcement, environmental protection, fire control, and civil air defense shall cooperate with each other in accordance with their respective responsibilities and do a good job in property management in accordance with the law. It is suggested that the management authority and responsibilities of each department should be further clarified, and daily supervision and management should be carried out accordingly. All relevant departments should establish a normalized joint meeting mechanism to resolutely put an end to prevarication and unclear powers and responsibilities.
It is suggested that professional lawyers or third-party organizations should be introduced to assist the property authorities to strengthen the guidance of the owners' assembly and the owners' committee. He said that the convening of the owners' meeting and the establishment of the owners' committee are full of difficulties and complicated situations in actual operation. Since 2019, the Zhongshan District Government has hired a third-party organization to help local streets and community organizations hold owners' meetings. It has made active explorations in this work and recommended that the city promote it. It is recommended to set up special funds, hire professional lawyers or third-party agencies to assist the district-level industry authorities to strengthen the guidance of the owners' assembly and the owners' committee, the streets and communities are responsible for the daily assessment and supervision, and the assessment of the owners' assembly and the owners' committee within the territory And supervision work is included in the scope of street performance appraisal.

Yi Jiwen also suggested that our city should learn from the experience and practices of Shanghai, Jiangsu, Shandong and other provinces and cities, and actively promote party building to lead the grid management of properties. By promoting property companies with party members to establish party organizations by means of separate establishment, regional joint construction, and industry unified construction, we will cultivate and create "red properties" and earnestly put the party's leadership through the whole process of property services. Through the establishment of a property dispute litigation and mediation center, the establishment of a public day for receiving and visiting property services, the opening of a direct hotline for people's livelihood services and other grid management forms to collect residents' demands and solve outstanding problems such as residents' urgent worries and expectations.
