National Health Commission: By the end of 2025, it will promote 2000 medical institutions to meet the requirements for child-friendly hospital construction
Shen Hai-ping, Director of the Maternal and Child Health Department of the National Health Commission, stated in Beijing on the 30th that by the end of 2025, they aim to promote 2000 medical institutions to meet the requirements for child-friendly hospitals. By 2030, 90% of medical institutions providing child healthcare services nationwide will be designated as child-friendly hospitals.
At the press conference held by the National Health Commission that day, information regarding the joint promotion of children's healthy growth was introduced. Shen Hai-ping said at the meeting that in recent years, China's children's health levels have continued to improve. In 2024, the national infant mortality rate and under-five mortality rate dropped to 4.0‰ and 5.6‰ respectively, reaching the best historical level and ranking among the top in the world's middle- and high-income countries. From the global trend in the past 10 years, China's average annual decline rate in infant mortality rate and under-five mortality rate ranks 3rd and 4th respectively among 53 middle- and high-income countries globally. It is estimated that between 2010 and 2023, China's average life expectancy increased by 3.8 years, of which 21.7% is attributed to the decline in under-five mortality rate.
Shen Hai-ping introduced that the National Health Commission is strengthening service provision. Adhering to the principle of prevention first, efforts are made to improve the child health service network, with county-level maternal and child health institutions as the leader, township hospitals and community health service centers as the hubs, and village clinics as the foundation, to improve the accessibility of health services. Led by the National Children's Medical Center and the National Children's Regional Medical Center, provincial and municipal hospitals support the construction of pediatric departments in county-level hospitals, promoting the vertical integration of high-quality children's medical resources. The period from 2025 to 2027 will be designated as the "Year of Pediatric and Mental Health Services," with a series of public service projects implemented to promote the provision of pediatric services in all secondary and tertiary public comprehensive hospitals nationwide, focusing on improving the supply of pediatric services. Currently, more than 8,000 comprehensive hospitals nationwide can provide pediatric outpatient or inpatient services, 98% of county hospitals have established pediatric departments, and over 80% of primary medical and health institutions can provide treatment for common childhood illnesses.
She also mentioned improving the medical experience. The National Health Commission, in conjunction with relevant departments, is carrying out the construction of child-friendly hospitals nationwide, guiding medical institutions to adopt a "1-meter-high perspective" to view hospitals from a child's point of view. Improvements are made in terms of building space, visual colors, facilities and equipment, and convenient services to enhance the child-friendliness of outpatient clinics and wards, providing children with emotional, warm, high-quality, efficient, and safe medical and health services.
Regarding strengthening comprehensive services, Shen Hai-ping stated that they are conducting prenatal and postnatal pregnancy risk screening and assessment, strengthening the three-level prevention and control measures for birth defects, and focusing on major issues in children's health such as "small glasses," "small fatties," "small bean sprouts," and autism, continuously concentrating efforts to establish a full-chain service covering prevention, screening, diagnosis, treatment, and rehabilitation. They are strengthening primary prevention of cervical cancer, and the free HPV vaccination policy has covered 60% of eligible girls nationwide. Compared with 5 years ago, the infant mortality rate and under-five mortality rate caused by birth defects have both decreased by more than 30%. The incidence of birth defects such as neural tube defects and Down syndrome has decreased by 21%. Actions have been implemented to eliminate mother-to-child transmission of AIDS, syphilis, and hepatitis B, and the national mother-to-child transmission rate of AIDS has dropped to 1.2%, reaching the lowest historical level.
