Xi Jinping: Strengthen confidence to promote high-quality development and high-efficiency governance, and strive to write a new chapter in the modernization of the Central Plains in the Chinese style

General Secretary of the Central Committee of the Communist Party of China, President of the People's Republic of China, and Chairman of the Central Military Commission Xi Jinping recently emphasized during an inspection tour in Henan that in the new era and on the new journey, Henan should earnestly implement the Party Central Committee's strategic deployments on accelerating the rise of the central region, ecological protection and high-quality development of the Yellow River Basin, adhere to the general principle of seeking progress through stability, comprehensively deepen reform and opening up, focus on building a modern industrial system and a strong agricultural province, focus on improving people's livelihood and strengthening social governance, focus on strengthening ecological and environmental protection, focus on promoting cultural prosperity and development, and strive to write a new chapter in the progress of Chinese-style modernization in the Central Plains with high-quality development and high-efficiency governance.

From May 19 to 20, Xi Jinping, accompanied by Liu Ning, Secretary of the Henan Provincial Committee of the CPC, and Wang Kai, Governor of Henan Province, conducted inspection and research tours in Luoyang and Zhengzhou.

On the afternoon of the 19th, Xi Jinping first visited Luoyang Bearing Group Co., Ltd. The company was formerly known as Luoyang Bearing Factory, built during the First Five-Year Plan period. At the intelligent factory, Xi Jinping learned about the company's development history, listened to introductions on the uses and performance of different types of bearings, and observed the production process along the production line. He told the company employees gathered around him that manufacturing is an important pillar of the national economy, and promoting Chinese-style modernization requires maintaining a reasonable proportion of manufacturing. Modern manufacturing cannot be separated from technological empowerment. We must vigorously strengthen technological breakthroughs and follow a path of independent innovation. He encouraged the employees to carry forward the spirit of being masters of their own affairs and make greater contributions to the development of the enterprise.

Afterwards, Xi Jinping visited Baima Temple, founded in the Eastern Han Dynasty, to learn in detail about the Sinicization of Buddhism and the protection of temple relics. He pointed out that Baima Temple has witnessed the process of Buddhism's introduction, development, and continuous Sinicization. History has proven that adhering to the direction of Sinicizing China's religions is entirely correct, and we should actively guide religions to integrate with excellent traditional Chinese culture and adapt to socialist society.

Longmen Grottoes, with a history of more than 1500 years, is an important world cultural heritage site. Xi Jinping came here to observe the overall layout and appearance of the grottoes and representative caves and statues, and had cordial exchanges with cultural relic protection workers on site. He emphasized that these treasures of Chinese culture must be protected, inherited, and disseminated well. Tourists who saw the General Secretary were very happy and greeted him. Xi Jinping exchanged greetings with them from time to time, especially encouraging children to explore Chinese culture on site and cultivate cultural confidence from a young age. He pointed out that the integration of culture and tourism has broad prospects, and we should promote the high-quality development of the cultural and tourism industry, truly making it a pillar industry, a people's livelihood industry, and a happy industry.

On the morning of the 20th, Xi Jinping listened to a work report from the Henan Provincial Committee and the Provincial Government, affirmed the achievements made in various aspects of Henan, and put forward requirements for future work.

Xi Jinping pointed out that high-quality development is a necessary requirement for Chinese-style modernization. In the face of a complex external environment, we must maintain confidence, unswervingly manage our own affairs well, unswervingly expand high-level opening up, focus on stabilizing employment, enterprises, markets, and expectations, and use the certainty of high-quality development to cope with various uncertainties. As a major economic province, Henan should further consolidate the foundation of the real economy, be guided by technological innovation, develop new productive forces according to local conditions, and enhance the supporting capacity of the modern industrial system for high-quality development. We must strengthen the protection and construction of cultivated land, shoulder the responsibility of food security, extend the industrial chain of modern agriculture, drive comprehensive rural revitalization through integrated urban-rural development, and promote common prosperity in urban and rural areas. We must persistently strengthen the ecological protection and governance of key river basins, deepen the battle to prevent and control pollution, and build a solid ecological security barrier.

Xi Jinping emphasized that Henan has a large population, high population density, and large population flow, and its social problems are complex and diverse. We must earnestly strengthen social governance. We must fully implement the Party's leadership, improve the social governance system and mechanism, and strengthen Party building work among new economic organizations, new social organizations, and new employment groups. We must better unite and serve the masses, improve the mechanism for coordinating the interests of the masses, improve the level of public services, and wholeheartedly solve the urgent, difficult, and worrying problems of the masses. Xi Jinping pointed out that the eight-point regulation of the Central Committee is a measure by the Party Central Committee to establish credibility and is a landmark measure for governing the Party in the new era. Carrying out in-depth learning and education on the spirit of the eight-point regulation of the Central Committee is a key task of Party building this year. We must work hard to promote learning, investigation, and rectification as a whole, closely combining the personal investigation and rectification of Party members and cadres with the organizational investigation and rectification, and truly turn the strict requirements on style of work into hard measures, allowing iron rules to develop iron teeth, ensuring that learning is of high quality, investigation is forceful, and rectification is effective. Xi Jinping emphasized that since the beginning of this year, drought has occurred in some parts of China, and some are still continuing. Relevant departments should cooperate closely, strengthen water allocation, and ensure the water supply needs of urban and rural residents and agricultural irrigation. Where there is drought, there may be floods, so we must prevent the rapid transition from drought to flood. The flood season has arrived, and all localities must make meticulous preparations for flood prevention and control to ensure that plans are sufficient and responses are calm. Areas prone to sudden natural disasters such as mountain torrents and debris flows must fully implement emergency response responsibilities.
