I. Action to Promote Income Increase for Urban and Rural Residents
(1) Promote reasonable growth of wage income. Implement employment support plans for key areas, key industries, urban and rural grassroots, and small and micro enterprises. Continue to implement the unemployment insurance steady employment return policy. Increase employment support efforts in line with changes in the situation, and promote employment among key groups. Focus on key areas and key groups to carry out special skills training actions, improve the diversified investment mechanism, and do a good job in occupational skills level evaluation. IV. Action to Update and Upgrade Bulk Consumption
(15) Increase support for consumer goods trade-in. Make good use of the funds from ultra-long-term special government bonds to support local governments in expanding the implementation of consumer goods trade-in, promote the green and intelligent upgrading of large durable consumer goods such as automobiles, home appliances, and home decoration, support the replacement of qualified and safe electric bicycles, and implement purchase subsidies for three categories of digital products: mobile phones, tablets, and smart watches (wristbands).
