The 16th Council Re-election Conference of the Comparative Education Branch of the Chinese Society of Education was successfully held in Haikou.
On January 18, 2025, the 16th Council Re-election Conference of the Comparative Education Branch of the Chinese Society of Education was held in Haikou, Hainan. Lu Yugang, Executive Vice President of the Chinese Society of Education, attended the meeting and delivered a speech. The meeting was presided over by Teng Jun, Secretary-General of the 15th Council of the Comparative Education Branch. About 120 council representatives from the new council of the Comparative Education Branch attended this meeting.
According to the re-election procedure of the society, Liu Baochun, Chairman of the 15th Council of the Comparative Education Branch, delivered a work report. He comprehensively reviewed the political construction, implementation of the "two services", suggestions and advice, and self-construction over the past five years, analyzed the problems existing in the construction of the branch, and reported on the financial situation of the branch in the past five years.
Lu Yugang read the "Reply on the Re-election Work of the Comparative Education Branch of the Chinese Society of Education." According to the relevant regulations of the "Constitution of the Chinese Society of Education", "Management Measures for Branches of the Chinese Society of Education", and "Overall Plan for the Re-election Work of Branches of the Chinese Society of Education", after research by the society, the proposal for the candidates for the new council of the Comparative Education Branch was approved. The candidates for the chairman, vice-chairmen, secretary-general, and supervisors will take effect after democratic voting at the branch's re-election meeting.
Teng Jun introduced the preparation process, basic methods, and composition of the 16th Council of the Comparative Education Branch. The candidates for the new council were recommended based on the doctoral and master's programs in comparative education, with recommendations from 32 provincial and municipal education societies in areas without comparative education degree programs in universities and educational research institutions, totaling 128 candidates covering 34 provinces and the Xinjiang Production and Construction Corps, including 2 Chinese scholars working in foreign universities from Canada and Finland. Among them, the new council candidates account for 59.4%. In terms of institutional type distribution, there are 117 from universities, 7 from research institutions, 1 from education administrative departments, and 3 from others; in terms of age structure, there are 4 aged 61-65, 39 aged 51-60, 29 aged 46-50, and 56 aged under 45. The candidates for the council and supervisors were unanimously approved through democratic voting by member representatives, resulting in the establishment of the new council and supervisors of the Comparative Education Branch.
In the democratic voting for the chairman, vice-chairmen, secretary-general, and executive council members of the new council, the council unanimously agreed to appoint Liu Baochun as chairman, Wang Jianliang, Du Yanyan, Li Yanping, Wu Jian, Wu Xueping, Hu Guoyong, Rao Congman, Shi Xiaoguang, Xu Hui, Gao Yimin, Peng Zhengmei, and Teng Jun as vice-chairmen, with Teng Jun elected as secretary-general (concurrently), and 44 others elected as executive council members. According to the society's regulations, Hu Yanyun was appointed as the deputy secretary-general of the branch council. At the meeting, Lu Yugang presented the appointment letters to Chairman Liu Baochun and the vice-chairmen and secretary-general; Lu Yugang and Liu Baochun jointly presented appointment letters to the representatives of the executive council and council members, officially establishing the new council of the Comparative Education Branch of the Chinese Society of Education.
Liu Baochun, as the chairman of the new council of the Comparative Education Branch, made a statement and introduced the work ideas of the new council. He stated that the new council will strengthen the party's overall leadership under the guidance of the Chinese Society of Education, actively promote the integration of party building and business development, implement the responsibility system for ideological work, and prevent and resolve risks and hidden dangers in the field of ideology; standardize the operation of the council according to the spirit of the "Constitution of the Chinese Society of Education" and "Management Measures for Branches of the Chinese Society of Education", and build a comparative education academic community; strengthen the construction of the comparative education discipline system, knowledge system, and discourse system, enhancing the ability to serve national strategies and educational reforms; strengthen exchanges and cooperation with international peers, actively participate in global education governance, and expand China's discourse power and influence in the international comparative education academic community. At the same time, as the director of the International and Comparative Education Research Institute of Beijing Normal University, the supporting unit of the branch secretariat, he expressed that the institute will fully support the branch secretariat, providing support in terms of personnel, finance, and resources.
At the end of the meeting, Lu Yugang delivered a concluding speech. He warmly congratulated the successful holding of the conference and sincerely congratulated all members of the newly elected 16th council. He stated that the Comparative Education Branch was the first among this batch of branches to successfully hold a re-election conference, setting a good precedent for the re-election of branches of the Chinese Society of Education. He hoped that the new council would highlight political direction, uphold the educational original intention; enhance service capabilities, providing strong support for basic education reform and member growth; standardize the operation of the council, improving governance levels. He pointed out that the Comparative Education Branch should study major issues, hot issues, and difficult issues in the reform and development of China's basic education, promote the improvement of the quality of school education and teaching, provide an international perspective for the development of China's basic education, and contribute Chinese wisdom to the development of world education.
The successful convening of the re-election conference of the council of the Comparative Education Branch of the Chinese Society of Education has laid a solid foundation for the future development of the Comparative Education Branch. The new council will open a new chapter in the development of the branch under the leadership of the Chinese Society of Education, making greater contributions to the prosperity of educational scholarship in China, the development of education, the growth of academic newcomers, and the international dissemination of Chinese experience.
