Recently, the Central Committee of the Communist Party of China and the State Council issued the "Outline for Building a Strong Educational Nation (2024-2035)" (hereinafter referred to as the "Outline"), which aims to achieve the goal of building a strong educational nation by 2035 and makes comprehensive and systematic deployments to accelerate the construction of a strong educational nation.
The "Outline" adheres to the guidance of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, deeply implements the spirit of the 20th National Congress of the Communist Party and the second and third plenary sessions of the 20th Central Committee, fully implements General Secretary Xi Jinping's important discourse on education, emphasizes prioritizing education development, comprehensively implements the Party's educational policy, firmly follows the path of socialist education development with Chinese characteristics, maintains the socialist direction of running schools, comprehensively grasps the political, people-oriented, and strategic attributes of education, implements the fundamental task of fostering virtue and cultivating people, serves the Party and the country in nurturing talent, fully supports the construction of Chinese-style modernization, roots education in Chinese soil, accelerates the construction of a high-quality education system, cultivates socialist builders and successors with all-round development in morality, intelligence, physical fitness, aesthetics, and labor, and accelerates the construction of a strong educational nation with powerful ideological and political guidance, talent competitiveness, technological support, livelihood security, social collaboration, and international influence, providing strong support for building a modern socialist country and comprehensively promoting the great rejuvenation of the Chinese nation.
The "Outline" proposes to uphold the Party's comprehensive leadership over education, highlight the promotion of fairness and quality improvement, strengthen strategic guidance and support for development, deepen reform and innovation, and promote collaboration and integration, while maintaining self-confidence and a global perspective. It correctly handles the relationship between supporting national strategies and meeting people's livelihood needs, knowledge acquisition and comprehensive development, talent cultivation and meeting social needs, orderly regulation and stimulating vitality, rooting in Chinese soil and drawing on international experience, comprehensively constructing a solid ideological and political education system, a fair and high-quality basic education system, a self-reliant and excellent higher education system, a vocational education system that integrates production and education, a ubiquitous and accessible lifelong education system, a technology support system driven by innovation, a high-quality teacher team system, and an open and mutually beneficial international cooperation system, achieving a systematic leap from large to strong.
The "Outline" clarifies the main goals for 2027 and 2035 and deploys nine key tasks: shaping a new pattern of fostering virtue and cultivating people, nurturing a new generation capable of shouldering the great task of national rejuvenation; strengthening and optimizing basic education, solidifying the strategic foundation for improving national quality; enhancing the comprehensive strength of higher education, creating strategic guiding forces; cultivating and strengthening national strategic scientific and technological forces, effectively supporting high-level technological self-reliance and self-improvement; accelerating the construction of a modern vocational education system, cultivating skilled craftsmen and high-skilled talents; building a learning society, opening up new development tracks and shaping new advantages through educational digitization; constructing a high-quality and specialized teacher team, laying a solid foundation for a strong educational nation; deepening comprehensive educational reform, stimulating the vitality of educational development; improving the strategy and tactics for educational openness, and building an important educational center with global influence.
The "Outline" requires that to build a strong educational nation, it is necessary to improve the educational leadership system where the Party Committee leads uniformly, the Party and government work together, and departments each take responsibility. It is essential to comprehensively promote the Party's construction in schools at all levels and types, maintaining political security and harmony and stability in the education system. Fully leverage the role of the Central Education Work Leading Group in overall coordination, promotion, and supervision to address major issues in the construction of a strong educational nation and strengthen the monitoring and evaluation of this construction. Party committees and governments at all levels must earnestly shoulder the political responsibility for building a strong educational nation, incorporate the promotion of this construction into the important agenda, and implement it in accordance with actual conditions. A good environment for the whole society to care for and support the construction of a strong educational nation should be created, and a collaborative education mechanism among schools, families, and society should be established to form a strong synergy for building a strong educational nation.
