Elderly care is an important concern for people's livelihoods. The 20th National Congress of the Communist Party proposed, "Optimize the supply of basic elderly care services, cultivate community elderly care service institutions, improve the operation mechanism of public elderly care institutions, encourage and guide enterprises and other social forces to actively participate, promote mutual assistance elderly care services, and promote the integration of medical care and elderly care." This year's government work report also included elderly care as a key livelihood task to be vigorously promoted. Just a few days ago, the Central Committee of the Communist Party of China and the State Council issued the "Opinions on Deepening the Reform and Development of Elderly Care Services."
"Elderly people cannot do without medical security, and with the increase of empty-nest elderly, the model of integrating elderly care with medical treatment is what many elderly people need." City People's Congress representative Yi Jiewen suggested actively promoting cooperation between medical institutions and elderly care institutions to achieve reasonable integration and orderly sharing of medical and elderly care resources, forming a medical-elderly care service network that covers urban and rural areas, is appropriately scaled, functionally reasonable, and comprehensive and continuous.
Yi Jiewen believes that the medical-elderly care industry should be included as an important part of the modern service industry in the city's economic and social development plan. Based on the population distribution, environment, and layout of medical resources, a scientific development plan for the city's medical-elderly care industry should be formulated, and the layout of the medical-elderly care industry should be coordinated. The support policies for the integration of medical and elderly care should be accelerated, encouraging private capital to invest in medical-elderly care services, and strengthening the city's medical-elderly care industry.
Yi Jiewen suggested promoting the integration of elderly care institutions and grassroots medical institutions, or establishing a cooperation mechanism between medical and health institutions and elderly care institutions, encouraging grassroots medical staff to practice in multiple locations at elderly care institutions, and supporting eligible elderly care institutions to apply for the establishment of medical institutions and set up medical offices or nursing stations according to relevant regulations, and to carry out medical and health services in accordance with the law and regulations. It is also possible to explore co-construction models, jointly invest in the construction of medical-elderly care institutions, integrate resources, and achieve deep integration. In addition, it is necessary to strengthen the construction of the talent team for medical-elderly care services, establish and improve the vocational education system for health and wellness, strengthen the capacity building of management personnel and caregivers in elderly care institutions, encourage medical staff to enhance the capabilities of elderly care institution employees, incorporate skills training for medical-elderly care service practitioners into the urban and rural employment training system, and provide training on the physical changes caused by common diseases in the elderly to improve the professional quality and nursing service capabilities of caregivers, meeting the refined and specialized care needs of the elderly.
