The "Peninsula Morning Post" reported that city representative Yi Jiewen submitted a proposal - Focusing on "old" issues, legislation to safeguard elderly care.
The "Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Reform and Development of Elderly Care Services" was released on January 7. The 2025 government work report of Dalian City also clearly states that our city will promote a coordinated elderly care service system that integrates home, community, and institutional care, and combines medical care with health care, establishing a three-level elderly care service network at the county, township, and village levels. At the fourth meeting of the 17th People's Congress of Dalian City, the issue of elderly care became a hot topic of discussion among representatives. City representative Yi Jiewen led the submission of a proposal, calling for the formulation of the "Dalian City Elderly Care Service Regulations" to legally regulate and safeguard elderly care services.
Building a "legal framework" for elderly care services
Yi Jiewen introduced that currently, our city's elderly population is characterized by a large base, rapid growth, and aging. Actively responding to population aging and promoting the construction of a multi-level elderly care service system is a long-term and arduous task. "The issue of elderly care is no longer a simple family problem, but has become a widespread social livelihood issue," Yi Jiewen said, emphasizing that legislative guarantees for the high-quality development of elderly care services are urgent. At the same time, with the continuous development of the economy and society, the original social structure, lifestyle, and family model have undergone significant changes. Due to the lack of specialized laws and regulations in the field of elderly care services, some key issues remain unresolved, and some effective measures have not been solidified. Elderly people and their families still face some urgent and difficult elderly care problems.
In the draft of the "Dalian City Elderly Care Service Regulations" drafted by Yi Jiewen, it covers nine chapters and seventy articles, including planning and construction of elderly care service facilities, home and community elderly care services, institutional elderly care services, integrated medical and health care services, support and protection, and supervision and management. Yi Jiewen stated that currently, national policies and measures provide an important foundation for local legislation to regulate elderly care services in our city. Benchmarking against the legislative experiences of other cities also provides further reference for formulating the "Dalian City Elderly Care Service Regulations." In addition, our city has already accumulated considerable experience in elderly care services. The municipal government and various departments have issued more than 30 policy documents related to elderly insurance, elderly care services, elderly health, elderly education, preferential treatment for the elderly, rights protection, and barrier-free construction, continuously improving regulations and policies related to the elderly, refining the rights protection mechanisms and preferential policies for the elderly, and enhancing the standards and regulatory systems for the construction, operation, and development of the elderly care service system, laying a solid foundation for promoting the healthy development of the aging cause and industry.
Yi Jiewen stated that with the continuous improvement of policies and systems in the field of elderly care services, the legal process in our city is continuously advancing, and the direction and focus of elderly care service development are gradually becoming clear. The difficulties and problems existing in supply levels, service quality, and element protection are gradually improving. The boundaries of responsibility and functional positioning of different entities in the elderly care service field are becoming clearer, and some key issues in the elderly care service field have been effectively resolved. Some issues have the corresponding conditions for coordinated resolution, all of which need to be clarified through municipal-level elderly care service legislation.
