During the recent Fourth Session of the Seventeenth People's Congress of Dalian City, Liaoning Province, Dalian City People's Congress representative and Chairman of Yusheng Group Co., Ltd. Yi Jiewen submitted a proposal on "Standardizing the Extraction of Special Maintenance Funds for Residential Buildings."

Yi Jiewen suggested that first, the standards and processes for extracting maintenance funds should be improved. First, clearly define the scope of applicable maintenance projects and specify the proportion of fund extraction corresponding to different levels of maintenance. For example, for roof waterproofing repairs, the extraction amount should be calculated based on the ratio of the damaged area to the total roof area; second, develop a comprehensive operational manual from application, review to fund disbursement, clarifying the responsible parties, processing time, and required materials for each stage. For instance, it is stipulated that the owners' committee should preliminarily review the maintenance fund application materials within the specified working days; third, for large amounts used, payments should be made according to the contract duration for using the residential special maintenance funds for that project.

Secondly, further strengthen the information disclosure of maintenance fund extraction. First, build an online maintenance fund management platform where owners can check account balances, usage records, and allocation details at any time; second, publicly display maintenance project plans, budgets, and fund usage plans in prominent locations within the community and on the platform to ensure owners' right to know and supervise; third, set a safety range for the residential special maintenance funds in each community to ensure normal usage every year, with the remainder transferred to a one-year fixed deposit to enhance the value preservation capability of the community's residential special maintenance funds.

Again, strictly supervise and review the extraction of maintenance funds. First, it is suggested to establish a review team composed of property management, owners' committee, and community representatives to verify the necessity of maintenance projects and the reasonableness of budgets; second, the competent department should regularly conduct spot checks on fund extraction situations, entrust professional auditing institutions for audits, and impose severe penalties for violations; third, introduce third-party annual audits and supervision of maintenance funds for each community, and ensure the entire extraction process is publicly disclosed.

Finally, it is suggested to establish and improve a collaborative mechanism among the Housing and Urban-Rural Development Bureau, property management office, property management, and owners' committee. Continuously promote the efficient utilization of residential maintenance funds. For example, actively explore pilot projects for annual plans for the use of maintenance funds. Through prior planning, ensure reasonable allocation and efficient use of funds. At the same time, optimize service quality, ensure transparency in fund usage, and effectively enhance the sense of gain, happiness, and satisfaction of the people.
