On January 8, the fourth session of the 17th People's Congress of Dalian opened. Dalian People's Congress representative and Chairman of Yusheng Group, Yi Jiewen, submitted 2 proposals and 16 suggestions covering various aspects such as economy, culture, transportation, education, scientific research, finance, and consumption. Over the past three years, he has submitted a total of 7 proposals and 46 suggestions to the People's Congress, contributing wisdom and strength to the social and economic development of Dalian.

After listening to the government work report, Yi Jiewen stated: "I am deeply touched! In this special period of the third year of the comprehensive revitalization of Liaoning, under the strong leadership of the Party Central Committee and the deployment of the municipal Party committee and government, Dalian has gritted its teeth, strengthened its confidence, opened roads when encountering mountains, and built bridges when meeting water, achieving such results is truly not easy." When reviewing the government work report, he proposed 7 practical suggestions and opinions themed "Dalian's confidence in shouldering the 'great responsibility of the nation'", including "building a modern industrial system", "cultivating new quality productivity according to local conditions", "strengthening the integrated development of the digital economy and the real economy", "creating a fair and just legal business environment", "coordinating cooperation between central enterprises, state-owned enterprises, and private enterprises", "making good use of existing and incremental policies", and "accelerating the development of Dalian in relation to other regions", which received recognition and praise from the attending leaders and representatives.
In order to effectively fulfill the responsibilities of a People's Congress representative, serve as a bridge and link to the masses, truly listen to the voices of grassroots people, and understand the urgent needs and concerns of the public, while leading the continuous development and growth of the enterprise, Yi Jiewen actively participates in various meetings and activities organized by the municipal government and relevant departments. Through learning, communication, visits, and research, he continuously improves his political literacy and ability to perform his duties. He often goes deep into parks, enterprises, streets, and communities to visit and investigate the pain points, difficulties, and bottlenecks strongly reflected by the people. By understanding the most authentic situations and grasping the most original data, he ensures that he proposes the most weighty and insightful proposals and suggestions that meet the expectations of the people and are practically feasible.
During the research, Yi Jiewen learned that there are 1.8269 million elderly people aged 60 and above in Dalian, accounting for 30.01% of the registered population. The number of registered elderly people aged 65 and above is 1.3416 million, accounting for 22.04% of the registered population. In contrast, the city has 45,000 elderly care beds and 391 elderly care institutions. The elderly population in the city shows characteristics of a large base, rapid growth, and aging, making it urgent to actively respond to population aging and promote the construction of a multi-level elderly care service system. After nearly a year of visits, research, and repeated deliberation, at this People's Congress meeting, he formally proposed the "Proposal on Formulating the 'Dalian Elderly Care Service Regulations'" and reported on this proposal as the leading representative. The proposal elaborated on the necessity and feasibility of legislating the 'Dalian Elderly Care Service Regulations', detailing the reasons for the proposal, the current situation, existing problems, and practices from other cities in the country that can be referenced.
At the same time, in order to fully implement the requirements of the Party Central Committee to "further strengthen the leadership of Party building, focus on 'the elderly and the young', and more accurately and effectively solve problems for the masses", Yi Jiewen combined the actual situation of Dalian, focusing on increasing research efforts in the areas of "the elderly and the young", widely listening to the opinions of the masses, and submitted 4 suggestions from different aspects such as medical security, integration of medical care and nursing, and elderly protection: "Suggestions on Improving Outpatient Security and Service Capacity", "Suggestions on Deepening Cooperation between Medical Institutions and Nursing Institutions", "Suggestions on Developing Happy Canteens to Cover All Communities in Central Urban Areas", and "Suggestions on Ensuring the Expenditure of Medical Insurance Funds for Elderly Residents". He also proposed "Suggestions on Promoting the Construction of Child-Friendly Cities" in terms of children's concerns.
Yi Jiewen stated, "Though the road is long, we will reach it if we walk; though the task is difficult, we will accomplish it if we do it. In the new year, under the strong leadership of the Dalian Municipal Party Committee and Municipal Government, I will fulfill the responsibilities and commitments of a People's Congress representative with practical actions, contributing greater strength to accelerate the high-quality development of Dalian's social economy, achieve new breakthroughs in the comprehensive revitalization of Liaoning, and fully support the new journey of Chinese-style modernization!
