From improving the elderly care service facilities in villages (communities) to consolidating the foundational role of home-based elderly care, from accelerating the filling of gaps in rural elderly care services to strengthening the construction of the elderly care service talent team... the opinions propose more than ten "practical" measures, demonstrating foresight, systematicness, and comprehensiveness.
It can be said that with this opinion, there is a clear "task book" and "roadmap" for promoting the maturity and shaping of an elderly care service system suitable for our national conditions.

The opinions clarify the responsibilities and positioning of three main entities—government, market, and society—in deepening the reform and development of elderly care services—
The government should play a leading role, strengthen planning guidance, policy support, organizational guarantees, and supervision management of elderly care services, and expand the supply of inclusive, foundational, and basic elderly care services.
The market should play a role in resource allocation, fully stimulate market vitality, support various market entities to actively participate in elderly care services according to market principles, improve the social operation mechanism and support policy implementation evaluation mechanism, and promote the scale, clustering, and branding development of the elderly care service industry.
Society should play a participatory role, strengthen the function of social mutual assistance, and build a social support elderly care service pattern led by grassroots party organizations, coordinated by grassroots mass autonomous organizations, and involving social organizations, social workers, volunteers, and other forces.
With the implementation of these opinions, more "happy umbrellas" will be provided for the elderly to enjoy their later years.
